The so-called local law is the right of a city administration to enact ordinances that are specifically relevant to the city. This includes, for example, the obligation to keep dogs on a leash or a ban on firecrackers in front of old people's homes.
Local law is part of the municipal self-government of a city. The collection of the respective ordinances of a municipality is called local law.
In terms of local law, the administration is based on the municipal code for the Free State of Bavaria: https://www.gesetze-bayern.de/Content/Document/BayGO/true.
