The city of Burghausen has defined the following guiding principle as part of its sustainability concept for the action area climate and energy 2030:

"We take responsibility for climate protection and support energy efficiency, energy saving and the use of renewable energies and must counter the climate crisis with all necessary and sensible steps and measures."

The guiding principle gives rise to concrete goals and visions that Burghausen would like to implement by 2030 or 2035:

By 2035, we want to have energetically renovated our municipal properties and thus save CO2 accordingly. By the year 2030, if possible 100 percent* of the energy required for households, industry and commerce (excluding chemical companies) should be provided from renewable sources and thus at least 40 percent* of CO2 should be saved in the electricity and heat supply.

The city of Burghausen and the Citizens' Council for Sustainability have developed a wide range of measures that make a decisive contribution to the implementation of their main goals and vision. These include:

  • Expansion of municipal energy advice
  • lighting in urban areas
  • Solar city Burghausen
  • Sustainable heat supply
  • Hiring climate protection manager

 

The city of Burghausen is already on the way to building a green-blue infrastructure or developing into a sponge city. The building and environmental authorities have been planning appropriate measures for the proposal from the citizens' council for some time.

In addition, the civil engineering office is working on an action plan for heavy rain events. Urban construction projects with green roofs and photovoltaic systems as well as the organization of a green roof forum are also on the city's agenda for the climate and energy action field. As a model project by the city of Burghausen for a green-blue infrastructure, a green wall may replace the pocket beds at the community center.

Numerous tasks also await the municipal building management. In order to improve municipal energy management, a building stock analysis with statements on the renovation potential of the municipal properties and the development of an energy standard are pending. A photovoltaic roof area analysis for the municipal properties should show potential. The Burghauser housing association is to implement its renovation concept.

At the same time, the city of Burghausen wants to expand municipal energy advice. To this end, it is introducing a timber construction subsidy program or relaunching the green roof subsidy program. The city wants to adjust the subsidy level for soundproof windows. The list also includes the development of a concept to promote electricity storage and/or mini solar power plants on balconies.

At the request of the citizens' council, the city of Burghausen is expanding its public relations work on the subject of saving energy. An energy-saving weekend is on the program together with the VHS. The city of Burghausen also wants to carry out the municipal energy campaign – “The Energy Caravan”. The eligible campaign is intended to support property owners to renovate private building stock. To do this, energy consultants come directly to the property owners on site.

The other goals in the climate and energy action area include the complete conversion of street lighting to LED lamps. A task that the civil engineering office and the electrical department take care of.

Burghausen wants to continue to grow as a solar city. The city is therefore planning to expand the Hieringer Feld PV system. In addition, she would like to install additional PV systems on the roof areas of municipal properties and other open spaces. The city wants to expand electricity sales and create opportunities for its citizens to participate.

The expansion of the Hieringer Feld PV system and the opportunities for citizens to participate are plans that come from the Citizens' Council.

Burghausen also attaches great importance to sustainable heat supply: more district heating connections are to be built and the Burghausen cogeneration plant (CHP) expanded. The city also wants to use the waste heat from the local chemical companies for a sustainable heat supply. Burghausen would also like to check whether there is a possibility of connecting to the geothermal power plant in Halsbach.

In order to master all these tasks and challenges, the city has created the position of a climate protection manager. The position, which will be available from January 1, 2023, includes a wide variety of tasks. The climate protection manager

  • prioritizes the measures and coordinates the projects from the municipal energy management.
  • takes over the public relations work for energy consulting.
  • designs and expands further PV systems.
  • is involved in the implementation of mobility projects.
  • develops a climate protection concept.
