The citizens' assembly is an important way for citizens to participate in the municipalities.

The mayor must convene a town meeting at least once a year. At the request of the city council, the citizens' assembly can also be convened more frequently. Citizens can also convene an additional citizens' assembly once a year if enough people apply for it. In Burghausen, 2,5% of the residents have to vote in favor of a town meeting.

A citizens' meeting is used to discuss municipal affairs, to inform the citizens and to pass recommendations to the city council. The residents of Burghausen can influence Burghausen's politics through the citizens' assembly. They present their concerns at a town meeting, ask questions or make suggestions.

Who can attend a town meeting?

All residents of the city of Burghausen are entitled to take part in a town meeting in Burghausen. This means that minors or foreigners with voting rights residing in Burghausen are also eligible to participate. However, the citizens' assembly can decide to give other people the right to participate.

However, if there is a vote at a town meeting, only people who are also entitled to vote in local elections in the city of Burghausen may vote. Concerns can also only be submitted by citizens of legal age.

Process

The agenda of the citizens' meeting must be set and published before the event. Additions can only be made if they are submitted in writing at least one week before the meeting.

The first mayor always presides over a citizens' assembly, unless he has appointed a representative.

Motions that have been voted on by a majority of the Citizens' Assembly are not legally binding. However, they must be dealt with by the city council within three months.
